3, மனுதாராகிய பட்டா பெயர் மாறுதல் செய்யக் கோரிய பார்வை – 1 இல் கண்டுள்ள விண்ணப்பத்தை நெமிலி, தாசில்தார் பட்டா மாறுதல்கள் வருவாய் நிலை ஆணை எண்.31க்கு விரோதமாகவும், தமிழ்நாடு பட்டாப் பதிவு புத்தக சட்டம் – 1983 இன் பிரிவு 3 ( 7 ) ஐ தவறாக பயன்படுத்தி இந்த சொத்துக்கு எந்தவொரு சம்பந்தமோ / எந்தவொரு ஆவண மோ இல்லாத / சொத்தில் அனுபவமும் இல்லாத ஒரு நபரிடம் இந்தப் பட்டா பெயர் மாற்றத்தை ஆட்சேபணை செய்வதாக எழுதிப் பெற்றுக் கொண்டு சட்டவிரோதமாக சொத்து தொடர்பான எந்தவொரு ஆவணங்களையும் சான்றாக இணைக்காமல் உயர்நீதிமன்றத்தின் சட்டப் பரிகாரம் கோரினேன் என்ற காழ்ப்புணர்ச்சியோடும் / உள்நோக்கத்தோடும் / எனக்கு தீங்கிழைக்க வேண்டும் என்ற கெட்ட நோக்கத்தோடும் பார்வை-1 இல் கண்டுள்ள எனது பட்டா பெயர் மாற்றம் செய்யக் கோரிய எனது விண்ணப்பத்தை தள்ளுபடி செய்து நெமிலி, வருவாய் வட்டாச்சியர் அவர்களின் செயல்முறை ஆணை……… தேதி:….. அன்று உத்தரவு பிறப்பித்துள்ளார். இது காலங்காலமாக இந்த சொத்தை நாளது தேதி வரையில் அனுபவித்து வரும் மனுதாராகிய நானும், எனது குடும்பத்தாரும் அநேக மன உளைச்சலுக்கு உள்ளாக்கப்பட்டுள்ளோம்.
4, இதன் காரணங்களால் தமிழ்நாடு பட்டாபதிவு புத்தக சட்டம் – 1983 இன் பிரிவு 12 இன் படியும், தமிழ்நாடு பட்டா விவரக் குறிப்பு புத்தக விதி – 14 இன் படியும், உரிய காலங்களில் மதிப்பு மிகுந்த வருவாய் கோட்டாச்சியரான தங்களுக்கு மேல் முறையீடு பார்வை – 3 இல் கண்டுள்ளவாறு மனுதாராகிய என்னால் செய்யப்பட்டு நாளது தேதி வரையில் மதிப்பு மிகுந்த தங்கள் அலுவலகத்தினால் எந்தவொரு பதிலும் வழங்காமல் இருந்து வருகிறீர்கள்.
5. தமிழ்நாடு அரசாணை நிலை எண் 73 / 2018 நாள் : 11 – 06-2018 இல் பொதுமக்களின் குறை தீர் மனுக்கள் மீது நடவடிக்கை எடுப்பதற்கான நடைமுறைகள் – அறிவுறுத்தல்கள் வெளியிடப்பட்டுள்ளது –
தமிழ்நாடு அரசு அலுவலக நடைமுறை நூலில் அத்தியாயம் 22 இல் பத்தி 167 பிரிவு (ii) க்கு திருத்தம் செய்யப்பட்டு அரசாணை வெளியிடப்பட்டுள்ளது.
மனுக்களை பெற்றுக் கொண்ட 3 தினங்களுக்குள் மனுவை பெற்றுக் கொண்டதற்கான ஒப்புதல் உடனடியாக அனுப்பப்பட வேண்டும் என்றும்
மனுவைப் பெற்றுக் கொண்ட 30 தினங்களுக்குள் குறை தீர்க்கப்பட வேண்டும் என்றும்
மனுதார் அம்மனு தொடர்பாக அலுவலகத்திற்கு நேரில் வந்து கேட்கும் போது அம்மனு மீது எடுக்கப்பட்ட நடவடிக்கை குறித்து தெரிவித்தல் வேண்டும் என்றும்

மனுதாரின் கோரிக்கையை ஏற்க இயலாத நிகழ்வில் அதற்குரிய காரணத்துடன் கூடிய பதிலை சம்பந்தப்பட்ட மனுதாருக்கு 30 தினங்களுக்குள் தெரிவிக்கலாம் என்றும்
தமிழ்நாடு அரசு அரசாணையை இயற்றியுள்ளது. இந்த அரசாணைக்கு முரணாகவும், கோரிக்கை மனு வழங்கிய தினத்தில் இருந்து 30 தினங்களுக்குள் குறை தீர் மனுக்கள் மீது நிறைவேற்றுகை செய்யப்பட வேண்மும் என சென்னை உயர் நீதிமன்றம் வழக்கு எண் .W. P.No.20452 of 2014 And M.P.No.1 of 2014 தேதி: 01.08.2014 இல் தீர்ப்புரைத்துள்ளது. இத்தீர்ப்புரைக்கு விரோதமாகவும் மதிப்பு மிகுந்த தங்கள் அலுவலகம் செயல்பட்டு மனு தாரால் கருதப்படுகிறது.
