Central Electronics Limited (CEL), a R&D and technology company run by the Indian government under the Department of Scientific & Industrial Research (DSIR), has published a notice inviting expression of interest for solar manufacturers interested in helping the company expand capacity at its PV module factory in the industrial area of Sahibabad, in the Indian state of Uttar Pradesh.

According to PV magazine, the company said that bids must be submitted by May 5, 2017, and that it is seeking partners developing flexible crystalline silicon modules, CIGS modules, CZTS modules or any “other stable new solar module technology”. CEL currently produces exclusively crystalline silicon modules and cells at its manufacturing facility, which has an annual capacity of 10 MW for cells and 40 MW for modules.

CEL claims it has installed more than 500,000 PV systems across India, covering both rural and industrial applications to date. The company also tendered 100 MW of rooftop solar in January.

The basics of the tender are that it is for 100 MW of grid-connected rooftop solar to be installed on office buildings and railway stations under zonal railways. Projects can be a minimum size of 50 kw, while each individual bidder is limited to apply for projects within three states or for projects with combined capacities of 20 MW.

Govt puts brakes on CEL privatisation after employees union goes to court
By Press Trust of India | New Delhi | Last Updated at January 13 2022 03:29 IST
Topics privatisation | Centre

The government has put on hold the privatisation of Central Electronics (CEL) after the employees’ union approached the court against the sale of the company to a little-known firm, a top official said Wednesday.

Allegations of under-valuation in the Rs 210-crore highest bid made by the city-based Nandal Finance & Leasing are being examined, said Tuhin Kanta Pandey, secretary, Department of Investment and Public Asset Management (DIPAM), which is running the privatisation process.

The letter of intent (LoI) for sale of 100 per cent government shareholding in CEL to Nandal Finance & Leasing has not been issued, as the allegations are being examined, Pandey told PTI.

The government had in November approved the sale of CEL, under the Department of Scientific and Industrial Research (DSIR), to Nandal Finance & Leasing for Rs 210 crore. The transaction was scheduled to be completed by March 2022.

Following this, the CEL employee association approached the Delhi High Court against the privatisation, and Opposition Congress also alleged that the company is being undervalued.

Pandey said the inter-ministerial group on disinvestment is examining the allegations.

“We have kept the LoI on hold since it is a subjudice matter and allegations of employees association are under examination,” he added.

He said the book value of CEL is Rs 108 crore and turnover is around Rs 200 crore.

“How can a company with a book value of Rs 108 crore have a valuation of Rs 1,000 crore? Some year, it (CEL) earned Rs 20-crore profit, in some, it earned Rs 1-crore profit,” Pandey said, referring to allegations of under-valuation.

He said the CEL’s valuation has been done by the transaction advisor and asset valuer, following which the government arrived at the reserve price of Rs 194 crore for the company.

“The net asset value of the company is actually less than Rs 194 crore, if we take the liabilities into account. The land lease is for 90 years, of which 46 years are already gone,” he said.

The Congress has claimed that the valuation of the CEL, using different methods, was between Rs 957 crore and Rs 1,600 crore.

Incorporated in 1974, CEL, under the Ministry of Science and Technology, is a pioneer in the field of Solar Photovoltaic (SPV), and it has developed the technology with its own R&D efforts. It has also developed axle counter systems that are being used in railway signalling systems for the safe running of trains.

The government had issued a request for Expressions of Interest (EOI) on February 3, 2020, for CEL sale, following which three preliminary bids were received. Later, two companies — Nandal Finance and Leasing and JPM Industries — put in financial bids on October 12, 2021.

While Nandal Finance and Leasing bid for Rs 210 crore, JPM Industries Ltd bid stood at Rs 190 crore. The bid by Nandal Finance was higher than the ‘reserve price’ of Rs 194 crore set by the government based on the valuations by the transaction adviser and asset valuer.

  11. Wow that was unusual. I just wrote an very long comment but after I clicked submit my comment didn’t show up. Grrrr… well I’m not writing all that over again. Anyway, just wanted to say fantastic blog!

  12. Aw, this was an extremely good post. Finding the time and actual effort to create a top notch article… but what can I say… I put things off a whole lot and don’t manage to get nearly anything done.

  13. Aw, this was a very nice post. Finding the time and actual effort to make a top notch article… but what can I say… I procrastinate a whole lot and never seem to get anything done.

  14. May I just say what a relief to find somebody who genuinely knows what they’re discussing on the web. You certainly understand how to bring an issue to light and make it important. More people have to look at this and understand this side of the story. I was surprised that you’re not more popular given that you most certainly possess the gift.

  15. Now recognising the specific pleasure of reading writing that shows real care for sentence shapes, and a look at flintimpala extended that craft pleasure, sentence level writing quality is something most blog content ignores entirely and this site has clearly invested in the prose layer alongside the substance which is rare today.

  16. Now recognising the specific pleasure of reading writing that shows real care for sentence shapes, and a look at flintimpala extended that craft pleasure, sentence level writing quality is something most blog content ignores entirely and this site has clearly invested in the prose layer alongside the substance which is rare today.

  17. Considered against the flood of similar content this one stands apart in important ways, and a stop at flintimpala extended that distinctive feel, sites that find their own corner of a crowded topic and stay there are sites worth following and this one has clearly carved out its own space and committed to defending it carefully.

  18. Reading this felt easy in the best way, no friction and no confusion at any point, and a stop at kettlecrestartisanexchange carried that same comfort across more pages, the kind of editorial flow that lets you absorb information without fighting the format which is increasingly hard to find on the open web today across topics.

  19. Most of the time I bounce off similar pages within seconds, and a stop at borealbarley held me longer than I would have predicted, the ability to convert a likely bouncing visitor into an engaged reader is a quality signal and this site has demonstrated that conversion ability across multiple visits where I expected to bounce.

  20. Wonderful post but I was wondering if you could write a litte more on this topic? I’d be very grateful if you could elaborate a little bit more. Kudos!

  21. Excellent post, balanced and well organised without showing off, and a stop at crocusazalea continued in that same vein, this site has clearly figured out the formula for content that works for readers rather than for search engine ranking signals which is harder than it sounds today and worth real recognition from anyone.

  22. Just sat back at the end of the post and felt grateful that someone took the time to write it, and a look at biablur extended that gratitude across more of the site, recognising effort behind quality work is part of what makes the open web a community rather than just a marketplace today.

  23. Wow that was odd. I just wrote an incredibly long comment but after I clicked submit my comment didn’t show up. Grrrr… well I’m not writing all that over again. Anyhow, just wanted to say fantastic blog!

  24. Hello! This is my 1st comment here so I just wanted to give a quick shout out and say I really enjoy reading through your articles. Can you recommend any other blogs/websites/forums that go over the same topics? Many thanks!

  25. Hello my family member! I wish to say that this article is amazing, nice written and come with almost all significant infos. I’d like to see more posts like this .

  26. Closed the laptop after this and let the ideas settle for a few hours, and a stop at gumbofeather similarly rewarded reflective time, content that benefits from sitting with rather than racing past is the kind I want more of and the kind that this site appears to consistently produce week after week here.

  27. Came across this and immediately thought of a friend who would enjoy it, and a stop at gumbofeather also reminded me of someone, content that triggers the urge to share is content that has earned my recommendation and this site has earned multiple from me already across different conversations during the week.

  28. However measured this site clears the bar I set for sites I take seriously, and a stop at brightwinner continued clearing that bar, the metrics I use for site quality are admittedly informal but they are consistent and this site has cleared them on multiple measurements across multiple visits which is meaningful for my evaluation.

  29. Thanks for the moderate length, neither so short it skips substance nor so long it bloats, and a stop at brightwinner hit the same balance, the right length is one of the hardest things to calibrate in blog writing and I appreciate when a team has clearly thought about it rather than defaulting.

  30. Woah! I’m really digging the template/theme of this site. It’s simple, yet effective. A lot of times it’s very hard to get that “perfect balance” between user friendliness and visual appeal. I must say you have done a excellent job with this. In addition, the blog loads extremely quick for me on Opera. Exceptional Blog!

  31. Now feeling that this site is the kind I want to make sure does not disappear, and a look at activehorizon reinforced that quiet protective feeling, the rare sites whose disappearance would actually matter to me are the sites I want to support through return visits and recommendations and this one has joined that small protected list.

  32. Thanks for the simple approach, too many sites bury the actual point under layers of unnecessary words, but here every line earns its place, and a look at pixelgallery showed the same care for the reader which is something I will remember the next time I need answers on a topic.

  33. Useful read, especially because the writer did not assume too much background from the reader, and a quick look at agatebrindle continued in the same way, a thoughtful site that meets people where they are which is something the modern web could use a lot more of for both casual and serious readers.

  34. Bookmark earned and the bookmark feels like a permanent addition rather than a maybe, and a look at visualharbor confirmed that permanent status, the difference between durable bookmarks and ephemeral ones is something I have learned to feel quickly and this site triggered the durable feeling almost immediately during my first read here.

  35. A welcome reminder that thoughtful writing still happens online, and a look at activevoyage extended that reassurance, the modern web makes it easy to forget that careful writing exists and finding sites that practice it is a small antidote to the cynicism that builds up from too much exposure to algorithmic content.

  36. Now placing this in the small category of sites whose updates I would actually want to know about, and a stop at activevoyage confirmed that placement, the difference between sites I want to follow and sites I just consume from is real and this one has crossed into the active follow category from the casual consumption side.

  37. Top notch writing, every paragraph carries weight and nothing feels like filler, and a stop at jaspermeadowcommercegallery reflected that same care, a rare thing on the open web these days where most pages exist for clicks rather than actual reader value or anything close to that which is honestly a real shame.

  38. Found this via a link from another piece I was reading and the click was worth it, and a stop at jaspermeadowcommercegallery extended the value across more material, the open web still rewards clicking through citations when the underlying writers care about each other work and this site clearly belongs to that network.

  39. After several visits I am now confident this site is one to follow seriously, and a stop at jaspermeadowcommercegallery reinforced that confidence, the gradual building of trust through repeated quality exposures is the only sustainable way to develop reader loyalty and this site is building that loyalty in me through patient consistent work consistently.

  40. Honest opinion is that this is the kind of post that builds long term trust with readers, and a look at actionpathway reinforced that perception, the slow accumulation of trust through consistent quality is the only sustainable way to build a real audience and this site is clearly playing that long game.

  41. Worth observing that the post landed without needing a flashy headline to hook attention, and a stop at jaspermeadowcommercegallery did the same, content that earns engagement through substance rather than packaging is the kind I trust more deeply and this site has clearly chosen substance as the primary lever for reader engagement throughout.

  42. Granted I am giving this site more credit than I usually give new finds, and a look at hoppyharbor continued earning that credit, the calibration of how much trust to extend after limited exposure is something I do carefully and this site has earned more trust on shorter exposure than most due to consistent quality across.

  43. Reading this slowly in the morning before opening email, and a stop at actionpathway extended that protected attention, content that earns the prime morning reading slot before the daily distractions begin is content with elevated status and this site has earned that prime slot consistently in my recent reading habits clearly.

  44. Reading this gave me material for a conversation I needed to have anyway, and a stop at peacefulstay added even more talking points, content that connects to upcoming social or professional needs rather than just being interesting in the abstract is the kind that earns priority placement in my attention these days routinely.

  45. Can I just say what a comfort to discover somebody who actually understands what they are discussing on the net. You actually know how to bring an issue to light and make it important. More and more people have to read this and understand this side of the story. I was surprised that you aren’t more popular because you certainly possess the gift.

  46. Wow that was unusual. I just wrote an really long comment but after I clicked submit my comment didn’t show up. Grrrr… well I’m not writing all that over again. Regardless, just wanted to say great blog!

  47. It is appropriate time to make some plans for the future and it’s time to be happy. I’ve read this post and if I could I wish to suggest you few interesting things or suggestions. Perhaps you can write next articles referring to this article. I want to read even more things about it!

  48. Hey I know this is off topic but I was wondering if you knew of any widgets I could add to my blog that automatically tweet my newest twitter updates. I’ve been looking for a plug-in like this for quite some time and was hoping maybe you would have some experience with something like this. Please let me know if you run into anything. I truly enjoy reading your blog and I look forward to your new updates.

  49. Reading this as part of my evening winding down routine fit perfectly, and a stop at stellarchoice extended the wind down nicely, content that calms rather than agitates is what I want at the end of the day and this site provides that calming reading experience reliably which is increasingly rare across the modern web.

  50. Aw, this was an extremely good post. Spending some time and actual effort to make a superb article… but what can I say… I put things off a lot and don’t seem to get nearly anything done.

  52. A relief to read something where I did not have to fact check every claim mentally, and a look at actionplanner continued that reliable feeling, sites where I can lower my guard and trust the content are rare and this one is earning that trust paragraph by paragraph through consistent careful work behind the scenes.

  53. Took some notes for a project I am working on, and a stop at littlebloomhub added more raw material to those notes, content that contributes to my own creative work rather than just being interesting in the moment is the kind I value most and the kind I will keep coming back to repeatedly.

  54. Thank you for not assuming the reader already knows everything, the explanations meet me where I am, and a look at strategyfocus did the same, that consideration is what makes a site feel welcoming rather than gatekeepy which is sadly the default mood across the modern web today for most subjects covered.

  55. I usually skim posts like these but this one held my attention all the way through, and a stop at actionshapessuccess did the same, that is a strong endorsement coming from me because I am usually quick to bounce when content gets repetitive or fails to deliver on its initial promise made in the headline.

  56. Looking at this objectively the editorial quality is hard to deny even setting aside personal taste, and a stop at growthpipeline maintained the same objective quality, the gap between what I personally enjoy and what is objectively well crafted exists and this site clears both bars simultaneously which is rarer than it sounds.

  57. Will be sharing this with a couple of people who care about the topic, and a stop at focusforwardpath added more material worth passing along, the kind of site that is generous with quality content and does not make you jump through hoops to access it which is appreciated more than the team probably realises.

  58. Recommended without reservation for anyone interested in the topic at any level of expertise, and a look at urbanfashion only strengthens that recommendation, this site clearly knows how to serve readers across a range of backgrounds without watering down the content or talking past anyone in the audience which is genuinely impressive to see.

  59. Approaching this site through a casual link click and being surprised by what I found, and a look at claritypowersresults extended the surprise, the rare experience of stumbling into excellent independent content rather than predictable mediocrity is one of the actual remaining pleasures of casual web browsing and this site provided it cleanly.

  60. Will be sharing this with a couple of people who care about the topic, and a stop at claritydrivesmotion added more material worth passing along, the kind of site that is generous with quality content and does not make you jump through hoops to access it which is appreciated more than the team probably realises.

  61. Glad the writer kept this short rather than padding it out, the points stand on their own without needing extra context, and a look at broadcastnova kept the same approach going, brevity is a sign of confidence in the substance and the team here clearly trusts their content to land without filler.

  62. Can I just say what a relief to uncover a person that genuinely knows what they are discussing on the net. You certainly know how to bring an issue to light and make it important. More people really need to check this out and understand this side of the story. I was surprised that you aren’t more popular because you surely possess the gift.

  63. Can I simply just say what a comfort to uncover a person that really knows what they’re talking about on the internet. You actually know how to bring an issue to light and make it important. A lot more people need to read this and understand this side of the story. It’s surprising you are not more popular since you certainly possess the gift.

  64. Felt this in a way I cannot quite explain, the topic just hit different here, and a stop at actionwithclarityfirst continued in that vein, sometimes you find a site whose perspective lines up with how you have been thinking and reading their work feels like a small relief which I appreciated more than I expected.

  65. Took longer than expected to finish because I kept stopping to think, and a stop at actionwithclarityfirst did the same to me, content that provokes thought rather than just delivering information is in a different category and the team here is clearly working at that higher level rather than just cranking out posts.

  66. Liked the careful selection of which details to include and which to skip, and a stop at visiondirection reflected the same editorial judgement, knowing what to leave out is just as important as knowing what to include and this site has clearly figured out where that line sits for the topics it covers regularly.

  67. Better than the average post on this subject by some distance, and a look at growtharchitected reinforced that, you can tell within the first paragraph that the writer here actually cares about the topic rather than just covering it for the sake of having something to publish that week or that day.

  68. Just enjoyed the experience without needing to think about why, and a look at visiondirection kept that effortless feeling going, sometimes the best content is invisible in the sense that you forget you are reading until you reach the end and realise time has passed without you noticing it pass naturally.

  69. Honestly impressed, did not expect to find this level of care on the topic, and a stop at progressstarter cemented the impression, you can tell within the first few paragraphs whether a site is going to be worth the time and this one delivered on that early promise nicely throughout the rest of what I read.
